Abstract:

Soubre, established as a full-fledged municipality by Law No. 85-1085 of 17 October 1985, still has difficulties in implementing a local development policy in consultation with the population. To what extent can the involvement of citizens in the final decision-making of municipal authorities impact development actions in the municipality? The objective is to show that the involvement of the population in the choice of local development projects can be an effective lever for participatory democracy in the implementation of decentralization. The results show that in Soubre, the municipal authorities have oriented their actions in the fields of education, socio-economic development, road infrastructure and public health, in accordance with Law No. 82-1092 of 24 September 1982. These investments highlight a limited involvement of the population in the municipal decision-making process: Lack of participation of working age groups; Reduced mobilization of desocialized groups such as out-of-school youth; lack of collaboration between the municipality and community actors. This encourages a territorial disparity in the distribution of investments because laws n° 2003-208 on the organization of local authorities and n° 2014-451 on the general code of local authorities to facilitate citizen participation are difficult to apply in Soubre. This leads to the risk of a "participatory façade" with consultations without any real decision-making power. Hence the need to effectively apply the principles of Law No. 2012-1128 on decentralization in order to move away from the process of symbolic participation to an inclusive governance, capable of strengthening trust between the municipality and the local population. Keywords: Citizen involvement; local governance; participatory democracy; municipal investments; Soubre.
